International Opportunity (Steel), leading integrated steel company is looking for a Safety Engineer to join their Learning and Development Department.
The Safety Engineer will provide support and work closely to the HSE Manager with responsibility for ensuring the Company operates in an environmentally safe workplace for its employees and other stake holders. The key roles and responsibilities of Safety Engineer include but are not limited to the following:
To co-design & implement Site HSE Plan, policies, procedures, and guidelines.
To supervise and monitor compliance on site with all relevant statutory, regulatory, contractual and company requirements including international certifications.
To maintain up-to-date knowledge and ensure adherence of all applicable legislation, standards and guidelines, and influence the adaptation of standards where applicable.
To assist in various safety activities, including but not limited to hazard identification and risk management, incident investigation and reporting, waste management, pollution prevention and control, emergency response and various compliance activities in all areas of site. Some of these activities include;
Identification and prevention of hazardous situations and communicate situations to the Site Management.
Conducting and leading Investigations of Accidents/Incidents using various type or effective Root Cause Analysis Technique to identify systematic causes of failure and develops recommendations to preventively eliminate these causes.
Conducting compliance audits and creating summaries of lessons and communicating to the Management down to the workforce and other groups
Preparing Risk Assessments and Aspect/Impact Study for the site activities in coordination with the site team and submit to approving bodies for approval and implementation.
To prepare and maintain appropriate HSE records and documentation
To prepare weekly reports for management including safety observation report for unsafe act, unsafe condition & open action items.
To support HSE manager in reviewing, monitoring, and ensuring closure of open action items of safety audits, inspections, and observations.
To review HSE Plans/Procedures and suggest and recommend changes to HSE Manager for improvement as per site requirements.
To manage and formulate approved Permit To Work System in order to ensure the highest levels of performance are achieved.
To be involved in the pre-task planning and review of Method Statements and relevant JSA for all site activities.
To provide guidance, advice and assistance to site personnel in the implementation of the HSE system of the company
To set as an example to in the compliance and performance of the HSE system of the company.
To ensure documented HSE Objectives and Key Performance Indicators (KPIs) are established and reviewed periodically (on monthly basis).
To coordinate with the Project Team / Main Contractor / Client / Consultant Representative / Site End Users with concerns to all HSE related issues periodically.
To evaluate safety performance of contractor and sub-contractors in order to ensure the highest levels of performance are achieved.
To act as a resource person and safety subject matter expert for field executions of work related to day to day interpretation of HSE regulations and requirements, to provide guidance on safety issues, and to provide assistance with and review of site specific procedures.
To create safety awareness among workers through Tool box talks, Safety induction / Orientation / Safety town-hall meetings / Job Safety Analysis.
To prepare and implement the Annual HSE Training Plan.
To collaborate with instruments, machinery, and chemical suppliers, and with on-site electrical and mechanical maintenance staff as well as with production staff, to gain access to safety data, troubleshooting data, and material safety data sheets for develop safety inspection check lists.
To liaise with Safety Inspectors to perform safety inspections, preferably on daily basis in collaboration with staff members of each department.
To prepare and monitor safety budgets to set limits, optimising and reducing costs where possible and reporting variances versus budget, in order to ensure effective cost management.
To collaborate with Procurement Department to develop quality standard protocol for incoming supplies to the plant, including but not limited to equipment/chemical/general items supplied to the plant including PPE. Ensure quality in supply chain and identify contingency suppliers and to conduct routine research for better and safer alternates.
To collaborate with laboratory staff members to ensure proper calibration of their instruments, to avoid false data which could lead to unintentional consequences.
To perform all other functions and responsibilities relative to HSE which be assigned intermittently by the Safety Manager.
Degree in Engineering as minimum + NEBOCH IGC
Minimum at least 5 years working knowledge in HSE in Steel and/or heavy manufacturing Industry
College graduate of Bachelor course / college level with equivalent experience.
Membership in recognized International Safety Organization.
